Nitrite and nitrate reagents 1 and 2 are the same. Actually, both tests measure the same chemical compound, nitrite. The reagent #3 in the nitrate test kit reacts with nitrate and reduces it into nitrite. Then, the same coloring reaction occurs as with nitrite measurement. Because of this, it is difficult to accurately measure nitrate when nitrite is present in measurable concentrations with the same precision that the test kit usually gives.

In normal circumstances this should not create problems. When nitrite is in a sufficient enough concentration to be measured, it is a problem on its own. Nitrate concentration should not be the main concern in these cases.
