An incandescent light is the cheapest light source available, and as such you will vastly improve the life of the fish with the replacement to a fluorescent light fixture. Incandescent lights do not generally have the proper spectrum to grow plants, choice of a fluorescent lamp designed to promote plant growth can offer that addition to your aquarium. In addition, the amount of light offered by a fluorescent lamp is much greater, better highlighting the fish and their natural beauty.
Finally, the incandescent fixture adds heat to the aquarium, in small ones it can often be used as the heat source - albeit uncontrolled. This uncontrolled addition can cause high fluctuations in the aquarium temperature that are not beneficial to the fish, so the addition of a fluorescent canopy will reduce this heat source and stabilize the fish's environment as much as possible.
