A clip on heater and should be able to work if the water level is at least above the actual thermostat. The way a heater of this kind operates in the air temperature in the tube will cause the bi-metallic strip to move forwards and backwards depending ion the characteristics of the two metals fused together. If the strip is above the water level, there is a good chance the air in the tube will be influence by the atmosphere rather than the aquarium water. The thermostat will not register the proper temperature or react correctly to work properly with the water temperature.

We do recommend that the heater always be operated at or close to the actual marked water level for this reason. If there is a large difference between the water level markings and the water level, there is a lot of interference possible.
