The active ingredient to neutralize chlorine and/or chloramine in Aqua-Plus acts immediately. Chlorine is neutralized immediately and the dosage for chloramine breaks the chlorine-ammonia bond instantly as well. Ammonia is freed up when chlorine is neutralized, and Aqua-Plus doe not remove that. In mature aquariums, the slight amount of ammonia that might be released by the rupture of the chemical bonds is so small that an established biological filter will remove it rapidly with no harm to the habitat.
Assuming that the water was treated in a bucket, it is able to be added to the aquarium as soon as it is transported from the water source to the aquarium. Although I prefer not to recommend the following method, if untreated water is added to the aquarium, a dose of Aqua-Plus will work as soon as it is added to the aquarium to neutralize the chlorine or chloramine. This is not the best strategy to use with changing water, as the chlorine will cause damage to gills and other areas on the fish until it is effectively treated. As such, it is much better to add any dechlorinator doses to the transport water bucket than directly to an established aquarium. That way, any water that is added to the tank is already safe for fish.
The product also neutralizes heavy metals by chelating them, which detoxifies them while making them available for plants to use. It also helps to coat the fish to protect from any breaks in the slime coat. This is effective whether added to the bucket or the tank, so the choice of transport bucket is still best.
As far as other factors are concerned, this entire answer assumes that the water being added to the aquarium is in the same temperature range and has close to the same characteristics in pH, nitrite, nitrate, hardness, etc. as the aquarium water so shock from new water is minimized or eliminated.
